You still haven't gotten to grips with the fact that Gen 1 mons are still a big focus of the Gen 2 games because IT'S A SEQUEL.
Plus, then you would just have people complaining that they can't have Kanto mons in their team early in the game.
And even if you want to pretend their not sequels, GSC and HGSS are the same as literally every other Pokemon game anyway - some new Pokemon are easy to find, some rare, some need to be trade evolved, some are version exclusive.
Also Kanto is not a 'postgame'. It's the entire second half of the game. Red is the final boss.
