>>48579496Honestly I think it'd make more sense if instead they had it so the player could easily go into the Whirl Islands and even have trainers within it, however have it so the deeper you go into the islands the more you find these ancient ruins from either the old Johtoan culture or an even more ancient one akin to the singing stones we saw in M02, have some sort of physical barrier like an ancient door that's blocking the way to Lugia and can only be opened with the Silver Wing or Tidal Bell or whatever which you make post-game having somehow ended up in Kanto, maybe having a small sidequest where you have to help the guy who has the item before getting it to give Kanto a bit more going on.
That way you don't have the random old guy and the place isn't some locked off set of islands, that's one of the things I dislike is when dungeons or areas have no people in them when there are people all around that particular area, like the only time that should ever happen is when a Legendary Pokemon like Yveltal has just woken up and everyone ran for their lives in panic.
