Sure there would be strategies and skill involved in the early and mid game to get rid of counters and such. But the end game doesn't really have a wincon, if you do everything right and you rely on a 30%OHKO move in the endgame the rest of the game hardly matters, it still comes down to luck in the end.
That's not to say wincons are 100% guaranteed to result in a win, you can always get screwed over by what luck is in the game, like missing a 90% move or being hit by a crit. However those situations are few and you're usually rewarded for playing well.
