There could be a corporation that wants to capture the legends to overtake the region and then the entire world.
Instead of being like chairman rose or Lusamine they could be more of a hippy aestethic, they could be trying to erase technology. Also they could be communist.
Their leader has an young daughter with the opposite ideology. Its a redhead girl the same age as the player. She is nerdy and knows tropes, wears circle glasses and has freckles.
There is also a male rival who is friendly and funny yet calm, with brownish skin and blue hair.
Rival picks the weak starter, the girl picks the strong starter but is fought less.
