If Pokemon went from (random numbers as illustration) 60% of the GBA user base to 40% of the Switch user base, that's a regression in a certain way.
Similarly, staying constant when everyone around you is expanding is also a kind of relative regression.
However, there's no doubt Pokemon is making more money than even (thanks to more sales, more expensive games and DLCs), so in that way I can see it as a progression... but not from the player point of view who only get the same quality of games and not better games as the technology evolves (also a kind of regression, not following the hardware evolution, which is even worse than it sounds since Nintendo's hardware already is outdated)
