He lost 367 times at reaching the rest of the 75% of the game. After beating the elite four and reaching lvl 100 you don't rest, you keep on going through lvls 200, 300, 400 and you have to fight these OP aliens that give you perma death. All your hard work, all your favourite pokemons ... ALL DEAD and the game is programmed in such a way that you can't just take someone else's save file. Only a handful of people have managed to breach The Great Filter, beyond the 25%.

Sounds suspiciously similar to Red's Eevee in PokeSpe, though rather swallowing evolution stones it was unstable due to Rocket experimenting on it. Red carried around several evolution stones to evolve it as needed.

Evolving to Espeon stabilized it later.

I told you before, Eevee, you don't need evolution stones, you swallowed not one but all of them while you were young.

Okay less cartoony somebody pulverized the stones into a fine dust and eevee snorted them or someone put the dust in a liquid and eevee drank from it.

The leader of the eevees got jealous that OP's eevee was the first to evolve into a new type with wings, he said to himself that he's getting too powerful, so he put his brothers to cast him into a giant pool of acid to burn for all eternity and left eevee's mini clan in disarray. His brothers all evolved into ugly abominations as the eons went on.
He then gets revived by an eldritch abomination and is out for revenge against his former boss and his brothers too.
10 points to Gryffindor for who can figure out where I stole this plot point from.
