PLA loses appeal because first it's empty, and second it's very Japanese and not much Pokémon. On the other hand? LEGENDS and ARCEUS are two big words that make everyone (particularly kids) jump on it like crazy. It's gonna sell. I believe it will have immense popularity in Japan since same can be said about Kimetsu no Yaiba. Who gets away with being generic thanks to its aesthetics. You can be sure as hell that critics will praise it for that too, in fact they're gonna talk about how """refreshing""" it is. It's gonna, undeniably, be a critical success. IMMENSE critical success. I believe it will be rated 88 and get 20 million sales, or something around that.
