I know she's just a sporadically recurring character with almost zero depth, but the lack of popularity is still kind of surprising. She has a great design and the implications of her profession are interesting, adding to the idea that even outside of large gangs, there is an underbelly to the Pokémon world, that these creatures are bought and sold, presumably for their power, in a sort of biological arms race. Those Pokémon in turn are probably also used for more nefarious purposes. It's sensible worldbuilding that sadly seldom sees exploration.
J just needs a little depth given to her character, because she really is currently just a Saturday morning cartoon villain, evil for the sake of profit and really nothing else. I guess she must pay her henchmen well if they actually stick around, but she also clearly doesn't give a shit about them living or dying.
