That's not even true. Music is usually done quite early in production, and in tandem with other work. Every part of the production is happening at the same time, they don't just do all the graphics, then do all the game, then do all the music. Those things are being produced simultaneously, and the music tasks would be one of the first to be completed.

Quite possibly. It's definitely a testing ground for handing off certain major releases (ie. remakes) to third parties. Why they're having this and Legends come out within 3 months of one another is bewildering as well. Very strange decisions coming out of that company right now, I don't think we'll have a really good idea of what they're playing at with these weirdo releases until at least February.

Legends releasing early in the year makes sense if you assume there will be a new gen releasing at the end of the year and they are trying to catch up to pre-covid schedule.

That’s not how music composition works. Replacing a VST on a track takes about 2 seconds. If they wanted to it would be done by now. This is the final music.
