If you actually play the game he changes a lot and softens up considerably and is even amicable to the player at the end. In the final battle his crobat evolves too. He actually has development unlike 99% of other rivals.

You are right, he's literally described in the manual as your best friend. He was developing an inferiority complex because you were the same height and other childish shit.
His dialogue in English in extra bratty, in Japanese he sounds like the tryhard cool kind of kid. Even his catchphrases sonja-abajo(smell ya later to Oak)/bye-by!(smell ya to Red) have a tryhard cool/filtry feel to them.
