tldr: No, no it does not get scorching sands. None of the new tutor moves from the SWSH dlc can be learned by ANY pokemon. Additionally, TRs don't exist in these games. This means lots of TR moves that could be learned by hundreds of pokémon are now only learned by one or two of them. Body press, for instance: 112 mons can learn it in SWSH. In BDSP only probopass and regigigas have it.
