Am I stupid or is fishing actually broken? I've been trying to catch Magikarp, but fishing for like half an hour hasn't yielding a single encounter, either here or south of Sandgem. I douclechecked the fishing instructions, and it's the same as gen 4, wait until an exclamation mark appears. Nothing has happened in half an hour of fishing.

Did they actually forget to implement fishing encounters in the game?
