There was a town explicitly made of Johto immigrants, Grimsley and Colress both appeared and gave items, Anabelle returned as an Interpol agent to go with Looker, And the Pokerides, while still mostly Kanto, also featured a Sharpedo, Mantine, and Stoutland. This isn't even getting into the Battle Tree and Tame rainbow Rocket have the big bosses from EVERY other previous region despite being a clear Kanto reference.
Even if you want to argue Sun and Moon overdid it (and I'd agree, the regionals being all Kanto and the protag being from Kanto were unneeded), at the very fucking least it spread out its pandering and had an excuse for all of it.
