No, this isn't even true from what we saw on the stream, retard kun wasn't punished multiple times for spamming Revives and the AI ran out of PP. They've only ever done custom AI once and it was to prevent a softlock (Lorelei in Yellow).
We know the game more likely has DP's terrible AI actually, where it will not choose not very effective moves but it randomly picks from everything else and status, e.g. Cyrus using Defog or Tailwind randomly. I don't think Cynthia would be any different.
Still, considering how buttfuck retarded the streamer was, and the average intelligence of a person in this fanbase she'll still definitely filter her fair share of retards.

gen 1 rage doesn't stop until the user dies and it doesn't use any pp beyond the initial turn. the ai prioritizes super effective moves even if they don't do damage. so if a psychic weak pokemon uses rage against lorelei's dewgong it will keep using rest to heal itself causing a softlock since the ai's moves have infinite pp in gen 1.
