I thought it was post-apocalyptic at first. There are lots of ruins overgrown by nature, and a lot of the Pokemon look roughed-up. Some have moss and barnacles and stuff growing on them, the Skarmory is rusting, the Plusle and Minun have damage to their ears...
But there’s also a huge shining city with airships, so clearly civilization is still intact.
