I think they carried over that bullshit mechanic where Pokémon have a lower catch rate if their level is higher than whatever you sent out. A lv. 9 Onix kept busting out despite having a sliver of health left because I had out a lv. 5 Zubat but it went in just fine when I switched in a lv. 11 Abra.
