What are the best and the worst move sets in the entire series? I mean, for the most important battles (gym leaders, team leaders, elite 4, etc), of course.

Can't you just use Haze? I mean, that's an issue with Blue's moveset, but I'm asking this because I see people complaining about Roar and Whirlwind doing nothing in gen 1.
