I don't get it either. Is there some sort of recent rule that states all characters in CERO A video games must be depicted in proper attire when riding things? Did they start getting angry letters from parents saying little Takeshi and Satsuki scraped their knees because showing kids riding bikes without pads is a bad influence? Why NOW and not back then?

I'll go on a limb here and say it's laziness. This way you don't have to animate any possible outfit combination now that there is customization. So... they force this ugly ass outfit and they only have to animate this one outfit while riding bikes

Damn, that's probably it. I would have honestly preferred the ORAS way of not having any customization at all. Not like there's full customization anyway, and it sure beats having to look at that eyesore of an outfit.
