If I recall, they required that I save it with an empty slot in my party. Also, trading requires button presses on both sides so they'd need 2 screens and 2 controllers. They didn't have the cartridge long enough to boot up the game and perform a trade either.
I think it's more likely a single Super Gameboy with a ROM only distribution cartridge, and a splitter thing that connects just the save chip in the player's cartridge. Then the distribution cartridge is programmed so it reads a save, adds a Mew, saves it, and then displays a message for the operator to remove the cartridge. And since these were always operated by employees, it doesn't need to validate that the cartridge is actually a Pokemon game since the employee will just look at you funny if you hand them something else.
