It’s for Pokémon that don’t really have much about them other than being bugs (like how normal is just for Pokémon that resemble normal animals or are “non-elemental”. If Drapion could get a third type it would keep Bug but Dark is more important to its identity. For lore purposes Egg groups are fair better at grouping Pokémon than types are.
