The difference is that before, game freak still tried while being incompetent.
Now they're incompetent and also don't give a fuck.
Remember gold/silver barely hit the shelves, it had to be fixed by Iwata who not only fixed their code to make it work because the code was a slow, impossible mess, he did it so well that he managed to fit kanto on it as well without sacrificing much.
It almost didn't exist, and gold and silver were supposed to be the final games, amidst all that I doubt that transferring into the future was in their mind.
