Why did they make it so shit? Comparing Pidgeot to Swellow or Staraptor is like comparing Ledian to Heracross or Scizor.
Even when it got a mega it was a one trick pony because it barely had any special moves to use.

I don't know what they were thinking. I know the game was JRPG oriented in the sense that the mons stats were designed as boss fights (that's why Onix has the stats it has) but Gamefreak isn't exactly good at changing things that were supposedly 'set in stone'. I guess it's because it's your rival's bird and they gave it stats that would be the first mon you fight or so. Pidgey turns to Pidgeotto at level 18 and has about the same attack stat and speed as Spearow (just 1 point higher than Spearow's but this can be closed by bad IVs etc). Meanwhile Spearow learns flying moves and evolves to a much better bird Fearow at level 20 and even learns Pidgeot's supposed signature move Mirror Move like 20 levels earlier... and they didn't really do much about it when the power creep kept growing and growing.

I looked at its moves and they kept giving it wind based moves like Whirlwind or Twister or Gust, and I guess they were trying to make it 'special', but it was kind of a lost cause as it was lower than its Attack and there were better mons for special attack. BW 'buffed' it by adding Hurricane, so I think the whole wind motif was developing by then. XY did increase its speed stat at least, albeit conservatively (it's like 10 extra points for buffed mons then) and I was expecting a special based Mega that I used to breed Timid Pidgeys during its early days, only to be proven wrong, until ORAS came out and gave it the stats it probably should have gotten initially. It does want things like Hyper Voice or Sing, but I guess they didn't want Pidgeot to break.

I think typically Unfezant is worse due to its movepool, but perhaps they wanted it to mirror Pidgeot or something.

They really don't want to give Drill Peck to mons that look like they can learn it, which is virtually most of them. Too many Flying moves are stuck at 60 base power, and Brave Bird isn't always accessible and recoil is a bit pricey for in-game.

The original games were balanced more around when certain Pokémon were available. It was fairly likely that Pidgey would be your first ever wild catch, but you either had to go out of your way to the west of Viridian or wait until after defeating Brock to catch a Spearow. As for why it's still shit now, that has more to do with the extreme powercreep the game has been subjected to than anything else.

Taillow and Starly learnt Wing Attack way too early. Level 13 and Level 9 I think, respectively. Pidgeot was still stuck with learning it as late as Level 38 in some games (not even a evolution move at 36) and stuck with 40 base power moves for a long time. Even in its debut game, Wing Attack was a measly 35 base power move. Power creep indeed.

There's a lot of jank in RBY that I attribute more to Game Freak being Game Freak than any sort of thought-out plan. Articuno learns Blizzard naturally at 51, for instance, and Zapdos gets Thunder, whilst Moltres learns... ahem, Leer. I can understand Fearow and Dodrio getting Drill Peck, but why they also learned Mirror Move and why Pidgeot only gets it well into endgame eludes me. There are so many Pokémon like this that I figure something was lost in communication during development.

Gamefreak to some degree just doesn't expect you to be using mons from outside the generation in-game I think. Especially when they're not in the regional sex. So they don't bother to modernize their movesets much.

That was RBY true, and I'm not sure why they didn't go the route of 'weak baby that turns strong' motif but instead made it outclassed by the bully bird next door. Also I'm upset that in XY they didn't put Spearow available in the route to the right of Santalune City. The problem is Pidgey was available in FRLG and HGSS, which is where this took place. Pidgeot had level 38 Wing Attack in HGSS, and was even Green's ace mon. If Megas or something were available then, it would have been perfect to use, but it was a weird gimmick set iirc. Pidgeot did deserve a lot more for the majestic 3 line stage that it was.

Someone said that the Leer was an accident and it was supposed to be Fire Blast like the other birds. I'm not sure why the most physically strongest bird of the three couldn't Drill Peck either and they're still stingy about giving that move to anyone but a select few. What gives?

One explanation I've heard is that Fire Blast was Blaine's signature move, although they could've still given it Flamethrower or something.
But, as for Drill Peck, I've often wondered that myself. I thought at first it was to do with the actual beak length, since the Pidgey line has a more stubbed beak, similar to Articuno... but, Moltres' is fairly long, not that much shorter than Zapdos, who does get Drill Peck. Plus, the Piplup line (somewhat inexplicably) learns it. Then, I thought, maybe it's supposed to be a more dark-ish move? Fearow and Corviknight look a bit more sinister despite their typing. But, Moltres now has an actual Dark variant... which would've been a perfect chance to give it some love. I don't really know, probably I'm overthinking it.

Yeah it gets an actual move in Gen 8, nearly a decade after it's release, both being through tutors or TRs which most likely will have limited distribution in any game post SwSh. It's just depressing any way you look at it

I guess there's Sky Attack but... who uses charge up moves anyways? Pidgey's theme seems to have always been wind theme, but it just never played out well. If they thought about stat balancing back then, it would have gained more Special Attack during the special stat split I think, but both STABs were physical then so I guess they never thought about it. Somehow mons with less BST like Ferrothorn or Dusclops turned out more effective than it due to its distribution. Galarian Zapdos got a fire move before Galarian Moltres. I don't know if it's accident that they keep making Zapdos better than the other two birds or they have some blatant favouritism for it. My favourite's always Articuno and it always gets shafted and it seems they don't really care.

My guess is that it was supposed to be the more “balanced” bird with more bulk, while fearow was faster and hit harder. The problem was that fast offensively oriented stat spreads are just objectively way fucking better than a Pokémon that wastes stat points trying to make everything at least decent. There’s more than one instance of this too, lots of Pokémon in the earlier gens, especially gen 1, are just objectively better versions of other Pokémon statwise. Like why in the fuck would I ever use a dewgong over lapras? Or vileplume over venusaur. Or onix over anything? The answer is RPG logic. Lapras is a secret gift mon at the end of a long ass dungeon, venusaur is a starter and onix is le early game boss mon.
