Hidden power's tm status got removed, which in theory means that only Pokemon who can learn hidden power by level up can use it, pic related is the list (this is assuming that they didn't just delete hidden power from the learnset of all pokemon)

It's available on Route 206 in Platinum and in the Grand Underground in BDSP alongside Teddiursa and Rhyhorn in the Canyon biome caves. The OP's post is about BDSP, not DP.
