When Earthquake was infinite, you needed to wait until post game to get it in BW1, In BW2 it's also postgame.
In XY, you needed to wait until just right before Victory Road.
In SM and USUM, you had to wait until Resolution Cave, which is POSTGAME
Meanwhile, in BDSP, you can outright buy Thunderbolt, Ice Beam, and Flamethrow for 3000 a piece (which is directly before the thrid gym). But I guess that isn't """""""overpowered"""""" because their finite (despite how easy it is to gain 3000 pokedollars). I'm sure that Ice Beam I obtained in BW after I completed the mainstory and all I have left to do is multiplayer is sure breaking the game
