PEGI was quite clear: no gambling in children's games or it gets rated for more mature audiences. HGSS got around it with Voltorb Flip since there's no wager, just play for free and win prizes.

Yeah it is. Because you can place a wager it's gambling, and they say no gambling in children's games. Also have stupid restrictions on loot boxes for the same reason even though that's not gambling.

Start off with a "Hi, buy a pass for 2000 pokebucks and you can play all the minigames you want" then add little minigames. If that's the issue, just say it's included with your trainer card registration or some bullshit.
You don't need slots, just simple little games. Doing better nets you more credits to redeem for prizes. You're guaranteed something like 5 credits per game even if you absolutely fuck it to hell.
No problem with gambling left. You wager nothing. Put it in a country club setting and make it sports themed if the arcades are too close to gambling.

Yes and this stops the game getting the lowest age PEGI ratings in Europe, which Pokemon wants to do because outside of the Game Corner its a very kid friendly game.
