Do you think we will ever see a pokemon game that incorporates every region in a GEN 2 - GEN 1 fashion?

No. And the longer the gens go by the least likely it becomes.
In any case, what would you fill the game with?
I mean, I personally wouldn't mind easy post-game that gets you to level 100 but that's too tailored to me, but there would be no variety in just having GSC/HGSS Kanto 8 times throgout, you should have to write a large plotline spanning all regions and that's keeping aside the technical issues of how you would even implement them.
It IS doable I think but not practical, nor something I see GF being able to achieve.

At best it'd be like the current anime where rather than actually traveling through all the regions, you just visit select areas of the regions.

Plus a thing like this would never work; there's always going to be another region, so a game with "every region" is quickly going to become dated (which is also a problem with the Journeys anime, we're having this huge worldwide tournament, yet every participant just happens to be from one of the currently known regions?)

In GSC you finish the league with lvl 50 and the last Gym Leader in Kanto(not counting the retardedly overleveled Red) is lvl 58 tops, meaning you used 8 levels for a region.
Granted, a barren, piss easy region but there IS precedent.

Never ever, GameFreak gives themselves three years of game development at most for each title and are currently expected to shove out a core Pokemon title every single year by Nintendo in order to push platform sales and give them a guaranteed good fiscal year so Nintendo shareholders don't shit themselves.
