No because they ban Megas for being broken and then proceed to introduce the most broken pokemon to date and remove the things that could have countered it.

They removed Z-moves at the same time they removed Megas, so the reasoning for removing both is probably the same. My best guess is that they realized that trying to include every regional gimmick in every future generation would make online an absolute clusterfuck.
