Why did Sinnoh add so many new evolutions of existing Pokémon if you can't obtain most of them until postgame?

Why call this a "stone chart" when Magmar, Rhyhorn, Electabuzz, Sneasel, Porygon2, Dusclops, and Gligar all do not evolve with stones?
