Wally had a character arc and, in fact, his journey took place totally independently of yours.
It's been ages since I played Black and White, so I can't remember if Bianca and Cheren were bad, but Bianca did have that scene with her dad, so maybe they had character arcs?

Otherwise they're underwhelming.I have a crackpot theory that May/Brendan were meant as a intentional misdirect so that Wally ending up as the final rival would be more of a surprise.
Wally also acting completely independant of you is also interesting, even if you only get the most out of it in Emerald with the Match Call.
