People skip optional content because it isn't interesting to them. Thats the purpose of it being optional.
Feeling a need to "experience all the content" is autistic. We live mortal lives with literally endless stuff to do, personally i've got a backlog a mile long of things i'm actually interested in, so why the fuck should I subject myself to optional content I don't care about?
I know I got into a personal anecdote but it applies pretty much universally. People are drawn to their interests, and the fastest way to lose engagement is to force them to do something they're not interested in.
This concept isn't even exclusive to game design either, its a cornerstone of agile development.
