Yearly franchise, anon. TPCi wanted new shit to be pumped out as soon as possible especially for the 20th anniversary. Gen 6 was old hat by that point so even if GF wanted to fix and add the shit they foreshadowed or neglected in XY for Z they were tasked in completing SM for the new cycle of merch instead. As consequence we got SM, the loss of the gen 6 sequel game despite Zygarde's prominence in the anime, and with the anime the pacing of the story being on crack.
