A fat studdy-limbed blob is hard to animate, yes. A lot of Gen 1 designs had to changed because Game Freak didn't think about how these creatures would work in a realistic world with real-time battles, all they thought about was how it would look in a turn-based RPG.

Sugimori is right though. If something is just cool, or just cute, it's not memorable. The examples he gives are that Luxray would look cooler with a smaller head, or that Oshawott would look cuter with freckles. That sort of thing.

Sugimori has outright stated in the past that he doesn't like conventionally "cool" designs.
