Why are there gen 2 pokémon in Kanto? Why weren't they there before?

They were there. The idea that new Pokemon were literally just discovered in-universe is retarded and has been retconned. The Gen 2 Pokemon in Kanto were always there.

This image contains the Johto mons found within Kanto during Gen 2.
Interestly enough, Donphan, Ursaring and Quagsire can be found but not their prior evolutions, meaning those are technically baby pokémon in Kanto.
Larvitar is found as a game prize.
Xatu is traded for.
And Misdrevious is found on Mt. Silver (technially not Kanto until hgss)

I really want to see a remake of Red & Blue that has generation 2 as the available Pokemon, Moves, and mechanics. With like a Johto post game thats basically just Gym Battles & rematches, a few pokemon to find, and the legendaries. Basically a reversed version of Gold & Silver. How bad ass would it be to retire on Mt. Silver and face gold after a little time skip.
