That's because Quilava doesn't evolve till Lv. 36, idiot. You DO battle against Typhlosion in Victory Road and Chikorita is easily the "Hard Mode" in Johto. Cyndaquil is the best starter in GSC and Totodile is the best starter in HGSS.

Totodile is actually the best in GSC too thanks to Rage being straight-up busted in that Gen. Cyndaquil has better type match-ups overall but struggles where it counts (Claire and Lance).

Isn't that battle in the Goldenrod Tunnel level variant according to the starter, iirc his team are Level 28-32 if his starter is Meganium or Feraligatr but Level 30-34 if his starter is Quilava?

Feraligatr is a water type in Johto not named Gyarados, Qwilfish, or Kingler. He's already in the race for the second best pokemon in the game.

The king of Johto is Graveler. He is a monster at nearly every stage of the game and saves your earthquake TM for the postgame's Snorlax.

Opposite is true. Cyndaquil/Quilava is strapped for ages with just Ember unless you hit the Game Corner. Totodile evolves earlier and gets Surf(matches Typh's Fire Punch for power) but also Ice Punch for coverage.
Also Rage, which shits on the early gyms.
In HGSS, Cyndaquil can actually buy Fire Blast for just 5500 as early as Goldenrod, and then you find Choice Specs at the Lake of Rage.

Cyndaquil definitely improved between GSC and HGSS but I think that's also true for Totodile, HGSS giving the Physical/Special split meant the Totodile line could make use of its superior ATK stat for full-power Water-STAB as well as making its Bite even more vicious, add to that Ice Fang which cripples the various Flying, Ground and Grass-Types that are common across Johto and Feraligatr's innate resistance the the numerous Water-Types found in the mid-game (whether through the Oceanic Routes, Chuck's Poliwrath or Pryce's Gym) and I think while both starters improved the balance of power did not shift into Typhlosion's favour.

Cyndaquil is the more effective mon in HGSS.
Forced Sprout Tower before the first gym helps it and hurts Totodile, Fire Blast in Goldenrod lets it hit almost Twice as hard as Totodile, and Choice Specs makes Fire Blast hit so hard Typh can tear through resists with it.
Waterfall arrives fairly late.
Totodile is slightly better than in GSC(outside Sprout Tower), but Cynda got buffed to the moon.
