I think they wanted to do this instead of making remakes, but then realised there would be some people upset that Diamond/Pearl didn't get a remake so they picked some random company to do it for a quick cashgrab

Get in here sinnoh chads, even if the remakes weren’t for you, You’ve got the literal opposite sort of game coming out in just a couples months. There’s something for everyone :)
Been so fucking hyped for PLA, it’s gonna be immensely kino. Traditional Japanese aesthetic, in an open world game, with actual innovations on the mechanics, set in the best region? Hell fucking yes!

I have the same theory. I think they were planning on having this be a twist in the “sinnoh remake” idea, but for some reason they panicked and decided they needed an actual remake so they outsourced to ILCA to cobble together a remake ASAP and had masuda watch over them. They even said that PLA is “A bold new look into the future of the franchise” so it’s clear this is the REAL release, and the direction they’ll be sticking with for the series.

What is lazy about Floaroma Town? It is a pretty standard pokemon town but it's also unique in that it is surrounded by flower paths. And it's also connected to the nearby Floaroma Meadows which is like a sea of flowers, and accurately reflects it's real life inspiration of the flower fields of Hokkaido
