A newly translated interview says that some Gen 3 Pokemon with horns or tails were supposed have had them removed but for whatever reason Game Freak was either unable to or didn't have time to remove them. It doesn't say exactly which Pokemon though, so which ones seem like they shouldn't have horns or tails?
