I don't remember if he was in the originals, but I think that if it WAS in the originals, you were intended to use GTS to get one.
Here, I think the method is the same but now you need Home to use the GTS.
There's a bit of an obvious problem with that.

According to Bulbapedia, he's a daily quest-giver who requests Pokemon you've either seen or caught. This may have simply been a luck of the draw, and an oversight of Game Freak or Nintendo for requesting such a Pokemon so early.

The real crime is
