in game canon, Arceus literally has the power to recreate the universe and spawn more legendaries at will

Nah, it's stated directly that Arceus created the world and the life on it, including Mew.
Mew is an ancestor of sorts to all Pokemon, but unlike in real life it somehow contains the DNA of all future Pokémon, or some sort of universal super-DNA. I like to think of it as Arceus' DNA backup, like a seed vault. All depictions of Mew as anything more than a genetic progenitor comes before Arceus was introduced and never after.

And yet the franchise holds itself to the absolute of the Pokédex, even portraying events which some here claimed were the exaggeration of "10 year olds writing the pokédex", because they can't accept Occam's Razor being correct and the 'dex entries being 100% fact in-universe.

It creates both, there's just no good image of the entire universe for them to stick into the game (as every image was one of our own real-world earth - proving the multiverse started a HELL of a lot longer than Gen VI, given there's LITERALLY another world shown off, as Arceus brings forth a baby Dragon for his Trainer.

Mew being the ancestor of all Pokemon has been retconned. It can't be the the ancestor of any Pokemon Arceus personally created, any Pokemon from other planets or dimensions, or any man-made Pokemon.

Palkia and Dialga are both myths in game as are the lake trio yet all are as powerful as the myths describe. why would the same not be true for Arceus when they are accurate to the others?

Hell go back as far as gen two and the dogs/Ho-oh Groudon Kyogre and Rayquaza from gen 3.

Arceus just created the universe, then Dialga, Palkia and the lake fairies took it from there. It didn't directly create most Pokémon to begin with so it would just be another case of his creations making stuff themselves.
