That's just concept art to show what the town/cities truly look like in-universe, they will always be scaled down in-game because no video game ever has had realistically sized towns and cities.

Look at Whiterun in Skyrim. It's a huge city with a population in the hundreds, yet we only see about 20 people in it.

See, the technology to do this is here and arguably would have been feasible even a decade ago, the issue is:

Admittedly, I could've argued hardware here but you really can't anymore. Even fucking gaming tablets can run smooth "quality" games if optimized.

The polish in these artbooks reminds me more of Mario Odyssey, but the Switch is capable of more when devs actually give a damn.

You mean what BDSP is? I don't see hallways, shitty art design, or re-used assets and animations from Sword and Shield anywhere in that art.
