ON top of that the graphics are more expensive to make now, they have full 3D models that have to be animated, not just a few sprites. And all of this as essentially flare, because it doesn't actually have any effect on the gameplay; you could have the same effect with just using generic trainers like battle facilities do.
The Battle Tree kind of did it in gen7, by using a few characters instead of every single gym leaders and champions. Although it didn't have any gen2 character for some reason.
