If you're developing for a specific platform you develop for the lowest common denominator or specify the minimum requirements based on what will give players a good experience not on what will just barely run without crashing, especially in console land where everything has known standard specs unlike pc where every build is different. If they wanted this to only run on the new 3ds they should have advertised and marked it as such the same way dsi games were marked, and gameboy color games that didn't work on original gameboys were marked, ect. Obviously being the first pokemon games on 3ds they'd want it to sell the new hardware, but there's no way they're stupid enough to think a large enough portion of their customers who already had a 3ds would be willing to upgrade for gimping performance on the original hardware to be a good move. Clearly they hit some snags and ran out of time for further optimization before the deadline, whether that's a result of gross incompetence or just unrealistic timelines or a number of other factors we'll never know for sure but the fact remains it should not have had the performance issues it did on ANY 3ds and gen 7 was even worse with even less of an excuse because after XY they should have been very familiar with the system's limitations.
