Barry and Blue share some traits (like every other rival) but otherwise they're different. You yourself said that most rivals are different, and there's nothing that excludes Barry from that list

There is a huge difference in it and it highlights his growth. And his father doesn't need to be frequently mentioned, because the few times he's mentioned is more than enough to add context to Barry's goal.
