To me, it would make more sense for those special NPCs (Gym Leaders, Cynthia, etc) to NOT be restricted to their own rank only, because logically players would want to encounter them more often.
If they are indeed restricted to appear in lower ranks only, and ones you beat their rank you never fight them again, then that's quite disappointing imo. Of they bothered to spice up the Tower with special NPCs, why restrict them to for no reason?
