Japan is insanely behind on development talent, completely stagnant with staff working at the same company for decades, a culture of overwork, executives so out of touch they make American execs look savvy, and unwillingness to change development styles and corporate structures with the times.
GF still has a lot of staff who've been working there since the fucking Game Boy era, people who never really learned how to develop 3D games and stubbornly refuse to change the methods they've been using their whole careers. This is why if something is hard to implement, they just drop it instead of figuring out a solution.
And again, this isn't just GF, it's the Japanese industry. Look at how in the 00's, most developers just switched to portable games instead of HD consoles, it was expensive and complicated to make HD games so they just made handheld games that they already knew how to make.
Nintendo is the one company that's avoided this by hugely investing in new and young talent, but the executives are still old retarded men.
tl;dr GameFreak is a studio of aging salarymen who still think it's 2001 and would be developing shovelware if it weren't for Pokemon, and TPC doesn't give a fuck what they do as long as they get a game out every year. This is a terrible combination that leads to awful, rushed games meant to be consumed as fast as possible so they can get to work on the next game.
