TCG,Game,Promo,Manga what ever. Of course its Ken Sugimori but besides him who do you think is the best?

Kozaki Yuusuke, mostly for my love for the other series he worked on (NMH and Fire Emblem), but the stuff he does for Pokémon Go is pretty good and the two mons he designed so far (Toxricity and Falinks) are some of the few I like from Galar. Hope TPC gives him more work in the future.
