The only Pokémon that should get are shelled invertebrates since those don’t have a “back” to break and turtlemons who’s shells actually break into several pieces like Turtonator. Frankly, considering that Blastiose’s explicitly say how it uses the heaviness of its shell to steady itself, it probably shouldn’t get Shell Smash, and the only reason it is does is Kanto favoritism.
Still even without Shell Smash it’s STILL has more viable moves than Meganium and Typhlosion combined. I think the only time those two have ever been viable (not even meta-defining, just viable) in any sort of competitive environment is the Pokémon go PvP
Meganium’s defensive stats work in its favor and Typhlosion gets Shadow Claw and Incinerate two very good quick moves for dealing damage and charging up energy. (Also it’s flames come out during incinerate which is cool). Ironically Feraligatr sort of lags behind them in PvP but it manages to be one of the few starters that’s still a decent gym attacker even with all the Legends, Megas, and Shadows, power creeping everything else.
