I'm all for more involved, difficult ways of encountering rare Pokemon, and I think a set of random tiles on a particular route are a perfectly good way of accomplishing that. But you should be able to search over an extended period of time rather than devote hours to tediously searching tile after tile, and you should have some indication that it's there without looking it up online or buying a strategy guide. Maybe I'm forgetting about a line of dialogue or something, though.
