Gen 4 and 5 have the ugliest legendaries, I agree. The only good Sinnoh legendaries/mythicals are Cresselia, Regigigas, Shaymin, Giratina, and Darkrai. The rest are either overdesigned (Arceus, Dialga), underdesigned (Lake Guardians, Manaphy, Phione) or hideous (Palkia, Heatran).

Ho-oh didn't so much raise the dead as much as it did cause the dead to reincarnate into a new form. Which is debatably worse, but at least neither it nor Lugia were literally tied to a specific job like the weather trio or the creation trio, instead they are just uniquely powerful creatures.

Dialga, Palkia, Giratina, and Arceus were peak Pokémon mythology and anything after just simply cannot match them. You have literal dimensional gods. Gods of space and time. Creator deities.
