I think he more means that it mentions China, which is odd. It'd be Ash saying "This place looks like France, and look - that's like the Eiffel Tower!" when he goes to Kalos.

I can't tell if pokemon fans are intentionally stupid or if they're just stupid. What's confusing about a non legendary being called legendary? You know it's a word outside of pokemon, right?

Except Pokemon has an entire category of Pokemon called "Legendary" and Arcanine is not one of them

With the former, the legends about them are actually true. With Arcanine, the legends surrounding it are exaggerated or outright false.

They describe doves and common turtles in their legends too. Being in a legend doesn't necessarily make them powerful or important.

For a long time, the Chinese told legends of the Kirin, or as we know it today, a giraffe.

Arcanine is "legendary" in the sense that there are a lot of legends about then, but they aren't anywhere near as rare or powerful as actual legendary Pokemon.

Zukan also called Dratini a "Legendary Pokemon", so in Gen 1, the term "legendary" didn't mean what it means in modern Pokemon.
