That's the only thing they're aiming to bring forward (because Gen IX is launching next year too, meaning it's basically finished with regards to new content being added) and the whole point of Legends being developed in the first place.
I'm sure they'll add whatever the playerbase latches onto like they added overworld spawns to Sword in the DLC, but it's going to be received too late to make it into base Gen IX.
